So i recently started playing minecraft again and I have stable connection, a prety good laptop and fps issues that likes to become a thorn in my side. My sister or myself will be playing and out of nowhere the fps just drops. Single player and multiplayer. I have tried re-dowloading it, restarting the computer, turning off all items connected to my internet and lastly turning off any other progras running on my laptop. Any ideas of what the issue may be? If so please let me know, if not thanks for taking the time.

You might have a virus of some sort.

That could be a thermal issue. Your cpu might get too hot and have to underclock. It can be caused by programs unexpected starting up in the background and using your precious cpu power. Make sure your laptop has good access to the air intake vent.
